Abstract

This article examines the concept of leadership and responsibility in Islam through a thematic (maudhu'i) approach to the hadith narrated by al Bukhari on "kullukum rā'in wa kullukum mas'ūl" and QS. An Nisā' verse 58 on trust (amānah) and justice, and formulates its implementation in Islamic Religious Education (PAI) learning at the junior secondary (SMP/MTs) level. This study employs a qualitative library research method, examining primary sources in the form of hadith and Qur'anic texts, as well secondary sources from national and international journal articles published within the last five years. The findings indicate that the hadith of kullukum rā'in affirms the universal principle that every individual whether as a head of state, head of a family, or an individual bears responsibility (mas'ūliyyah) for what is under their leadership, while QS. An Nisā': 58 affirms two ethical juridical pillars of leadership, namely the fulfillment of trust to those entitled to it and the establishment of justice in adjudicating matters. Both sources complement one another as a foundation for leadership character education. In the context of PAI learning at SMP/MTs, these values can be internalized through the integration of teaching materials, teacher exemplification, habituation of responsibility in classroom and student organization tasks, and continuous affective evaluation, so that students grow into individuals who are trustworthy, just, and responsible within their respective spheres of leadership.
